Gazprom's internationalization strategies

With a view to integrating the country into the global economy, Russia's largest, still majority state-owned company, Gazprom, is implementing a three-pronged internationalization strategy, with V. Putin asserting his determination to use the 'weapon of gas', and hydrocarbons more generally, to enable Russia to regain its status as a great power. Firstly, Gazprom is seeking to diversify its export markets by gaining a foothold in the United States and Asia, while consolidating its position in the European Union, which remains its most important market, notably through the opening of new routes. Secondly, over the last ten years or so, the gas monopoly has been acquiring stakes in a number of major gas transport and distribution companies, and even in power plants, in the EU, the former USSR and the former CEMAC countries. Its aim is not only to consolidate and secure its position, but also to recoup part of the gas rent by gaining direct access to end consumers. Finally, it is imperative for Gazprom to broaden the base of its reserves, which today are mainly located in Russia; hence the numerous production-sharing agreements concluded with Central Asian gas-owning states. However, a number of factors, both external and internal, are likely to hamper Gazprom's plans. Thus, the liberalization of the European energy market, by opening the door to competition, may undermine the competitiveness of its offer, even though its production costs are likely to increase due to the depletion of its most accessible reserves. In this respect, the company does not seem ready to make very heavy investments in the development of new deposits, all located in increasingly remote and inhospitable regions, and could envisage slower production growth in order to 'save' its reserves. But there remains the unknown factor of the trade-off between supplying the domestic market and exporting, which depends on domestic prices, and is therefore an eminently political decision

Abstract (French)

Avec en perspective l'insertion du pays dans l'economie mondiale, la plus grande entreprise russe, toujours majoritairement publique, Gazprom, met en oeuvre une strategie d'internationalisation selon trois grands axes, V. Poutine affirmant sa volonte d'utiliser l''arme du gaz', et plus generalement des hydrocarbures, pour permettre a la Russie de retrouver son statut de grande puissance. En premier lieu, Gazprom cherche a diversifier ses marches d'exportation en prenant pied aux Etats-Unis et en Asie, tout en consolidant ses positions dans l'Union europeenne, qui reste le premier de ses debouches, notamment avec l'ouverture de nouvelles voies d'acheminement. Ensuite, le monopole gazier s'emploie, depuis une dizaine d'annees, a prendre des participations dans un certain nombre d'entreprises importantes de transport et de distribution du gaz, voire dans des centrales electriques, des pays de l'UE, de l'ex-URSS et de l'ex-CAEM; il a ainsi pour objectifs, non seulement de conforter et securiser son implantation, mais aussi, en ayant un acces direct aux consommateurs finaux, de recuperer une partie de la rente gaziere. Enfin, il est imperatif pour Gazprom d'elargir la base de ses reserves, situees aujourd'hui pour l'essentiel en Russie; d'ou de nombreux accords de partage de production conclus avec les Etats d'Asie centrale possedant du gaz. Toutefois, divers facteurs, tant exterieurs qu'interieurs, risquent d'entraver les visees de Gazprom. Ainsi, la liberalisation du marche europeen de l'energie, en ouvrant la porte a la concurrence, peut mettre a mal la competitivite de son offre, alors meme que ses couts de production ont de fortes chances d'augmenter en raison de l'epuisement de ses reserves les plus accessibles. A cet egard, la compagnie ne semble pas prete a effectuer des investissements tres lourds dans le developpement de nouveaux gisements, tous situes dans des regions de plus en plus lointaines et inhospitalieres et pourrait envisager une croissance plus lente de sa production de facon a 'economiser' ses reserves. Mais reste l'inconnue de l'arbitrage entre l'approvisionnement du marche interieur et l'exportation, qui depend des prix domestiques, et donc d'une decision eminemment politique
