Basic concept for construction of final disposal sites for incineration fly ashes contaminated with radioactive Cs (over 100,000 Bq/kg)

Description
The incineration fly ashes made from combustible waste contaminated with radioactive Cs derived from the accident at the Fukushima Daiichi Nuclear Power Station contain radioactive Cs as well as stable Cs contained mostly as soluble salts, in addition to about 30% of salts (CaCl2, NaCl, KCl). This study summarizes the basic concept for multiple defenses that take into account the characteristics of the objects to be disposed of, which is necessary in face of construction of a final disposal site made of reinforced concrete for incineration fly ashes contaminated with over 100,000 Bq/kg of radioactivity. The durability of concrete should be taken into consideration when selecting a candidate site and designing the structure. Comprehensive measures should be applied based on the latest technologies that take into account management during both normal times and severe accident times, service life, required performance during earthquakes, cracking (temperature stress and drying), and acceleration of ASR, salt damage, salt deterioration due to saturated salts. 福島第一原子力発電所事故由来の放射性Csにより汚染された可燃性廃棄物の焼却飛灰には,3割程度の塩類(CaCl2, NaCl, KCl)に加え,放射性Csも安定性Csと共に多くが可溶性塩として含まれる。特に10万Bq/kg超に汚染した焼却飛灰の最終処分場を鉄筋コンクリートで建設する際に必要な,処分対象物の特性を考慮した多重防御の基本的考え方をまとめる。建設候補地選定や構造設計時においてもコンクリートの耐久性を考慮すべきで,過酷事故時を含めたマネジメント,耐用年数,地震時の要求性能,ひび割れ(温度応力と乾燥),飽和塩水によるASRと塩害と塩類劣化の促進を考慮する最新技術による総合的対策を行う。(著者)Additional details
