Identification and qualification of households eligible to national arrangements, and conjunction with recipient households

This document reports the study of French financial arrangements for the struggle against energy poverty in order to propose corrective measures. It aimed at comparing the numbers of households which are theoretically eligible to and actually recipient of the studied arrangements in order to identify groups of population which are more particularly concerned by the non-use of these supports, at comparing eligible populations with the population in situation of energy poverty, and at studying the regrouping of households eligible to the different tested financial supports. The study more particularly addresses the following arrangements: the ANAH 'Habiter Mieux' (Dwelling Better) programme, the energy check in some districts, and supports by the FSL and Communal and Inter-communal centres for social action (CCAS and CIAS).
