Unfortunately, after the testing of the nuclear bombs by India and Pakistan in May 1998 and fast deteriorating Indo-Pak relations over Kashmir, the nuclear issue can not be swept under the carpet any more. The purpose of compiling this volume is to start a nuclear debate in the country and help build a public opinion against use of nuclear weapons
