ENSRA regional study on implementation of nuclear security

ENSRA is the European Nuclear Security Regulators' Association. It is composed of 16 members from nuclear security authorities of countries that have a nuclear industry and two observers. The objectives of this association are to: · form a forum for exchanges on nuclear security regulatory issues to improve nuclear security through sharing knowledge and good practices; · develop a common understanding of nuclear security matters recognising the need for variation to reflect national circumstances; · establish a professional capability to examine how nuclear security is implemented; · improve the understanding of nuclear security issues with other interested parties. In the aftermath of the Fukushima accident, the European Council established an ad hoc group on nuclear security to issue a report on the way nuclear security was implemented in the States of the EU community. The Ad hoc group submitted its report in June 2012 and proposed a number of recommendations to further improve nuclear security. ENSRA decided to engage a study, amongst its members on the implementation of the AHGNS' recommendations. This presentation reports for the first time on the findings of this study which are summarized hereafter: · The ENSRA States have implemented the recommendations of the AHGNS. · All of ENSRA states are signatories of the CPPNM as amended and have issued regulations or will soon have regulations in line with the last update of this legally binding instrument. All ENSRA members make use of IAEA guidance as a support to draft their national regulation while recognising the need for flexibility to account for national particularities. · ENSRA members are very much involved in international activities, more specifically within the IAEA activities to draft IAEA nuclear security guidance, promote nuclear security, share experience and good practices as well as contribute to enhancing nuclear security culture worldwide. · All ENSRA members should have received an IAEA IPPAS mission at the end of 2017. · In 2012, the EU States of the AHGNS identified ENSRA as the forum to discuss nuclear security issues amongst European Union nuclear security regulators and with neighbouring countries and to enhance nuclear security in Europe. Since then ENSRA has modified its terms of reference, enlarged its membership and developed its activities. (author)
