Establishment of 'star' management performance evaluation system in nuclear power enterprise
Description
In view that that enterprise management has come into the stage of cultural management, based on the first hand management practice of Qinshan CANDU NPP, this paper breaks the connotations of the safety culture down to nine aspects , namely target management, safety management, quality management, housekeeping, cost control , authorization management, teamwork, information communication and continuous improvement. Each aspect is classified by 'five-star-level' according to the behavior characteristics of the management and the ordinary staff. The five-stars are the targets in each phase, and a comparison is made between the actualities of the enterprise and star evaluation system to find out the gap and identify ways of continued improvement to elevate the enterprise management level. Performance Indicators are the commonly used evaluation means for nuclear power plants in international nuclear power community, but under the indicators there are only general requirements toward the management behaviors of the management and the staff, and lack of an evaluation system based on classified description of the behaviors made it hard to achieve appropriate evaluation reflecting the actual management status. The establishment of the unprecedented STAR Management Performance Evaluation System has filled the vacancy of evaluation criteria based on qualitative and quantitative analysis. For the first time, the evaluation system provides the target evaluation criteria for the management process regarding the managers and the ordinary staff. It is also a system of measuring and evaluating the executive force of the enterprise's management and its employees. (author)
