Regional impact of structural changes in the German fuel and energy economy

The first section of the study contains deliberations on problems of ''energy economy, economic growth, and regional development'', thus laying a theoretical and general foundation to what follows. It summarizes the different approaches to explaining the regional impact of energy political and energy economical interactions and concepts in the two parts of Germany. The second section contains the actual empirical study. The first step is an analysis of the energy economy within the system of regional, or territorial, planning, this serving to validate the method adopted for selecting examples of regions and fields of planning conflicts. This, then, is followed by the presentation of analyses of ''regional examples'' taken from various spheres of activity of the energy economy. The third section, finally, attempts to formulate detailed guidelines for future regional planning and point out possibilities of transfer and cooperation between the two parts of Germany. This is based on a description of the current situation and historical development of this complex of problems. (orig./UA)

Der erste Teil der Studie enthaelt, gleichsam als theoretische und allgemeine Grundlage, Ueberlegungen zum Problemkreis ''Energiewirtschaft, Wirtschaftswachstum und Raumentwicklung''. Hier sollen vorab Erklaerungsmuster fuer die Raumwirksamkeit energiepolitischer und energiewirtschaftlicher Zusammenhaenge und Konzeptionen in beiden Teilen Deutschlands in Grundzuegen zusammengefasst werden. Der zweite Teil unfasst die eigentliche, empirisch untermauerte Studie. Zunaechst muss dabei, um die Methode der Auswahl der raeumlichen Beispiele respektive der Planungskonfliktfelder abzusichern, die Energiewirtschaft im System von Raumplanung bzw. Territorialplanung analysiert werden. Erst danach folgen die Darstellungen der Analyse von ''Raumbeispielen'', die aus verschiedenen Bereichen energiewirtschaftlicher Aktivitaeten ausgewaehlt wurden. Der dritte Teil schliesslich versucht auf der Basis der zeitlichen Analyse und der Kennzeichnung des aktuellen Standes im vorgegebenen Problemkreis geingehend Leitlinien fuer kuenftige Raumentwicklungen bzw. Moeglichkeiten von Transfers und Kooperation in beiden Teilen Deutschlands aufzuzeigen. (orig./UA)Additional details
