Liquid radwaste treatment facilities at Leningradskaia NPP (R.F.) and Chernobyl NPP (Ukraine)

Description

The purpose of this paper is to present the status of two projects that are in progress, to construct facilities for the retrieval, treatment and solidification of the liquid radwaste which has been accrued during the operations of the above RBMK reactors. In the context of the international assistance. for both improving the safety of the RBMK reactors and for preparing the future decommissioning of Chernobyl, the European Commission and The European-Bank for Reconstruction and Development have launched two separate projects for the construction of the Liquid Radwaste Treatment Facilities at Leningradskaia NPP (LNPP) and at Chernobyl NPP (ChNPP): - in '96, as part of the TACIS 93-94 programme, the LNPP has put the project out to tender, with EC support: the corresponding contract was awarded to SGN in '99. This project is the first 'turnkey' project awarded within the TACIS procedures in the domain of nuclear safety. SGN is sole Prime Contractor; Italtrend (Italy) is the Procurement Agent, mandated by the EC. MAGNOX Electric (UK) is assisting LNPP with the technical issues. VNIPIET (RF) is supporting LNPP with the licensing procedures. - In '97, as part of the projects financed through the Nuclear Safety Account, EBRD has launched the tender procedures for the project at ChNPP. In September '99, the Contract was awarded by ENERGOATOM to a Consortium consisting of BELGATOM (Belgium), ANSALDO (Italy) and SGN for the turnkey construction of the Liquid Radwaste Facility at Chernobyl NPP. The Consortium Westinghouse/NNC/KIEP is the Project Management Unit selected by EBRD for assisting ENERGOATOM. - It should be pointed out that, in parallel, the Ignalina NPP (Lithuania) has launched a tender for a similar facility, without any international support. The corresponding contract has not been awarded, due to the lack of financing. This project is likely to be re-launched in the context of the EU enlargement. (authors)
