Consideration on main issues related to amendment for physical protection convention (INFCIRC/274/Rev.1)
Description
According to the recent increase of threats such as unauthorized removal of nuclear material, sabotage and terrorism of nuclear facilities, the international regime of physical protection has been required to effectively cope with them. As a part of the countermeasures, Working Group meetings including the Information Open-Ended Expert Meeting to Discuss Whether there is a Need to Revise the Convention have been held in auspice of IAEA Secretariat for about one year. Along with this, Member States have in depth discussed the main issues related to the amendment of the existing Physical Protection Convention(INFCIRC/274/Rev.1). Finally, most of Member States have agreed the 'Fundamental principles of physical protection' for strengthening their system of physical protection as well as suggested the three parallel steps process for amendment of the Convention. This paper presents the consideration on international trend and procedures for main issues related to amendment of the Convention, which have been discussed at IAEA Working Group meetings, in order to be available to establish domestic system of physical protection through predicting the trend of the amendment of the Convention
