Description
The proof of compliance with repository conditions requires organizational and administrative regulations defining the areas of responsibility, tasks and activities of the persons involved. The responsibility of the BfS (Federal Office for Radiation Protection) for performing product control results from its competence, according to paragraph 23 of the Atomic Energy Act, for the operation of federal facilities intended for radioactive waste disposal. The measures envisaged for product control are explained by the BfS under the plan approval procedure for the Konrad repository which is necessary according to paragraph 9 of the Atomic Energy Act, to the Lower Saxony Environment Minister and established by the latter in the plan approval decision, imposing, if appropriate, substantial restrictions or directions. Abstract (German)
Der Nachweis der Einhaltung der Endlagerungsbedingungen erfordert organisatorisch-administrative Regelungen, die die Verantwortungsbereiche, Aufgaben und Taetigkeiten der Beteiligten festlegen. Die Verantwortung des BfS fuer die Durchfuehrung der Produktkontrolle resultiert aus der gesetzlichen Zustaendigkeit des BfS nach Paragraph 23 AtG fuer den Betrieb von Anlagen des Bundes zur Endlagerung radioaktiver Abfaelle. Die im Rahmen der Produktkontrolle vorgesehenen Massnahmen werden vom BfS im Rahmen des nach Paragraph 9b AtG notwendigen Planfeststellungsverfahrens fuer das Endlager Konrad gegenueber dem Niedersaechsischen Umweltminister erlaeutert und von diesem ggf. in Verbindung mit inhaltlichen Beschraenkungen oder Auflagen im Planfeststellungbeschluss festgeschrieben.
