All-multipolarity electric sum rule

Description
An electric sum rule for photonuclear and electron-scattering transitions, valid for all multipolarities greater than the monopole (L=0) case, is derived. This sum rule, which includes both current and magnetization-induced transitions, is developed in the long-wavelength limit for isovector ΔT=1 transitions. It is used to analyze nuclear charge-matter distributions for high multipolarity transitions in light nuclei
