Safety problems relating to plutonium recycling in light water reactors
Description
This paper describes the specific nature, as regards safety, of the mixed oxide (MOX) fuel cycle, with the exception of safety problems relating to the operation of nuclear power plants. These specific characteristics are due mainly to the presence of plutonium in fresh fuel and to the higher plutonium and transuranic element content in spent fuel assemblies. The fuel cycle steps analysed here are the transport of plutonium oxide, the manufacture of MOX fuel assemblies, the transport of fresh and spent fuel assemblies and the processing of spent fuel assemblies. Ce rapport presente les specificites, dans le domaine de la surete, du cycle du combustible d'oxyde mixte (MOX), a l'exception des problemes de surete relatifs au fonctionnement des centrales electronucleaires. Ces specificites sont principalement liees a la presence de plutonium dans le combustible neuf et a la teneur plus elevee en plutonium et en transuraniens du combustible irradie. Les etapes du cycle du combustible analysees sont le transport de l'oxyde de plutonium, la fabrication du combustible MOX, le transport du combustible neuf, le transport du combustible irradie, le traitement du combustible irradie.
