The national low-carbon strategy. The ecological and solidarity transition towards carbon neutrality

After a discussion of the context and problematic of the French national low-carbon strategy (contribution to the struggle against climate change, achievements, mobilizable levers, lessons learned from previous and foreign prospective experiments), this document proposes a general presentation of this project (strategic components, reference scenario, limitations), and discusses the definition, usefulness, situation and future evolutions of carbon budgets. It indicates public policy orientations in terms of governance and implementation, of transverse actions, and of sector-based actions. It presents the follow-up and review approach. Appendices present the legal and regulatory context, strategy indicators, carbon capture and storage technologies, and the evolution of carbon sinks according to the adopted scenario and the related strategic orientations
