Chances of growth in the eighties
Description
By no means are developmental prospects as gloomy as they were considered to be in the early 70s. The growing knowledge of its uselessness has weakened the persuasive power of forecasting. The question at issue is whether a possible change - over will produce alertness and flexibility of fear of possible consequences. Innovative technologies are by nature ambiguous, i.e. they may bear chances and risks. The chances of growth will come to light with the protection and preservation of conventional resources and utilization of new resources. Shutting our eyes to new prospects will without fail create a static world full of insoluble problems and burdened with the incubus of an exponentially growing population. (orig./HP)
Abstract (German)
Die Perspektiven unserer Entwicklung lassen keinesfalls einen Kollaps so zwingend erscheinen, wie dies Anfang der 70er Jahre gesehen wurde. Der Glaube an die Prognostizierbarkeit der Zukunft hat sich in dem Masse verringert, wie das Wissen gewachsen ist, dass wir die Zukunft nicht prognostizieren koennen. Eine grundsaetzliche Frage ist, ob wir in der Zeit des moeglichen Umbruchs an die Probleme mit der Bereitschaft herangehen, die Chancen zu erkennen, oder ob wir die Probleme nur in Furcht und Sorge um die moeglichen schlimmen Folgen betrachten. Eine neue Technik umfasst naemlich immer beides zugleich: Chance und Risiko. Die Fragen der Chancen des Wachstums sind nur dann zu beantworten, wenn wir nicht alte Ressourcen immer weiter beanspruchen, sondern wenn wir neue Ressourcen ebenso in unser Handeln einbeziehen wie die verantwortliche Nutzung auch der klassischen Ressourcen. Wenn wir uns vor den Chancen des Neuen wegducken, dann werden die Probleme in einer statischen Welt in der Tat unloesbar werden vor dem Hintergrund einer exponentiell wachsenden Weltbevoelkerung.
