Description
After some introducing speeches, a first session proposes an overview of the situation regarding territorial and national initiatives in the nuclear post-accidental field in France. It first addressed territorial initiatives: raising awareness of local actors to nuclear post-accidental problematic, return on experience on a crisis exercise and the Blayais PPI reviewing, works of the ANCCLI post-accident permanent work-group, the OPAL project in collaboration between the ANCCLI and the IRSN, the exercise of nuclear post-accidental management in Cattenom (description of the exercises which comprised trans-frontier measurements, situation of Luxembourg regarding post-accidental situations, discussion of the post-accidental management). It addressed the CODIRPA process and its territorial stakes: CODIRPA works, from the emergency phase to the post-accidental phase, general principles of post-accidental management, post-accidental zoning, first actions for the protection of the population during the post-accidental phase. The territorial approach of the French post-accidental doctrine is presented (overview and integration of different emergency plans), as well as applications in the Haut-Rhin district, in the Montbeliard conurbation. The second session addressed initiatives in the post-accident field in Europe and in Japan: dialogue initiative of the International Commission on Radiological Protection (ICRP) on the consequences of the Fukushima accident, approaches to post-accidental preparation in Spain. The third session addressed European approaches to research and experimentation in the field of preparedness to nuclear post-accidental situations: presentation of the European NERIS platform, NERIS-TP and PREPARE research projects, local-national cooperation in nuclear and radiological emergency and recovery in Norway
