Safeguards R and D at Los Alamos: The next 20 years
Description
The new facilities here and abroad will present new problems while new technology will present new opportunities. We must learn what the goals and objectives mean and how to satisfy the customers. Recent steps by the Los Alamos Laboratory to meet the challenge are summarized as follows: general principles: Safeguards should be integral part of facility operations. Safeguards should be transparent so that the effectiveness is evident. Safeguards goals: Maximize effectiveness, minimize intrusiveness, impact on production, and costs. To be satisfied: Those engaged in safeguards; those who are safeguarded; those dependent on safeguards, the public, and; potential adversaries to be deterred
