This study first proposes an overview of the situation of energy consumption by the industrial sector, and then discusses what different scenarios state on this issue. The next part addresses potentials or resources of energy savings (definition, calculation, discrepancies of the sector in terms of energy burden in the VAT). The authors propose a typology of industrial installations which is discussed in terms of site size and energy consumption, and of distribution of industrial consumptions in the different regions. Then, they present the project on energy efficiency in the industrial sector, and report how to exploit resources of energy efficiency in industry. Addressed issues are: objectives and benchmarks, support, training and audits, programmes and pilot projects, regulation strengthening and harmonisation, reduction of the importance of grey energy in manufactured products, financing. The next parts propose an overview of financing sources, a discussion of financial needs of the industry for energy efficiency, and a road map.
