Survey on the implementation status of flaw detection technique of light water reactors equipment in overseas countries. Framework of the European ENIQ system

Description

In order to consider ultrasonic flaw detection performance demonstration system in Japan, we investigated the overall framework of the ENIQ (European Network for Inspection Qualification) systems. The ENIQ system is composed of a PA (Practical Assessment) which checks the flaw detection skill of an inspector by using a representative specimen, and a TJ (Technical Justification) which conducts technical evaluation of the flaw detection device, procedure, and PA method. A specific operation judgment is entrusted to each country adopting the ENIQ system. In order to facilitate the transition of certification among countries adopting ENIQ system, it is recommended that qualification certification documents include the purpose of the qualification certification, the details of the inspection system applied, the process of TJ evaluation, the PA method, and a quality assurance report concerning the qualification body. According to the circumstances of the country, the ENIQ system qualification body may suggest the establishment of a qualification organization with the support of an electric power supplier or a third party that is not involved in flaw detection skill certification institutions are established. Through these investigations, it is considered that utilizing the concept of the ENIQ system when introducing the performance demonstration system for detecting defects in Japanese LWR components and piping.
