Description
Detection of nuclear security events involving nuclear and other radioactive material out of regulatory control is an important challenge facing States. Timely detection of this material can reduce the risk of it being used in criminal or intentional unauthorized acts. This publication provides guidance for States on planning, implementing and evaluating nuclear security detection systems and measures at State borders. Special consideration is given to designated points of entry and exit and border areas. National competent authorities such as the border guard, customs authorities, national or local law enforcement agencies and regulatory bodies will find this guidance useful for developing, designing, implementing, and sustaining detection systems and measures at State borders.
Abstract (French)
La détection des événements de sécurité nucléaire mettant en jeu des matières nucléaires et autres matières radioactives non soumises à un contrôle réglementaire est pour les États un important défi à relever. La détection rapide de ces matières peut réduire le risque de les voir utilisées pour commettre des actes criminels ou intentionnels non autorisés. La présente publication donne des orientations sur la planification, la mise en œuvre et l'évaluation des systèmes et mesures de détection en matière de sécurité nucléaire aux frontières des États. Une attention particulière est accordée aux points d'entrée et de sortie désignés et aux zones frontalières. Les autorités compétentes nationales, telles que les gardes-frontières, les autorités douanières, les organismes nationaux ou locaux chargés de l'application de la loi et les organismes de réglementation, trouveront les présentes orientations utiles pour élaborer, concevoir, mettre en œuvre et pérenniser les systèmes et mesures de détection aux frontières des États.
