The sword of Damokles, or: the fast breeder in Kalkar and the Higher Administrative Court at Muenster

A decision of the OVG Muenster of August 18th, 1977 has made the headlines. The judges of Muenster have put the question to the Federal Administrative Court, whether section 7 of the Atomic Energy Act is in agreement with the consitution as far as the licensing of fast breeders is concerned. Ein Beschluss des OVG Muenster vom 18.8.1977 hat Schlagzeilen gemacht. Die Richter aus Muenster haben dem BVG die Frage gestellt, ob der Paragraph 7 des Atomgesetzes verfassungsgemaess ist, soweit er die Genehmigung von Schnellen Brutreaktoren betrifft.
