Description
This report (the third on the subject) aims at establishing a detailed inventory of the situation and formulates proposals to lift the blockages noted on the operations to restore ecological continuity concerning ancient mills. The report proposes to strengthen the territorial approach before approaching the projects by structure in order to promote a shared vision of the watercourse at the scale of the watershed. It proposes a method to define what is a 'heritage' mill, a concept that will guarantee these mills a 'gentle' treatment to restore continuity and will then justify that the ecological gain is not maximum. The authors recommend that the territorial approach also allow an objective evaluation of the potential of very small hydroelectricity and that the possible projects of recommissioning of the thresholds be treated within the framework of the study of restoration of continuity, with a view to optimize performance while minimizing the impact on aquatic environments. The report advocates an evolution of governance as well as funding and proposes a certain number of structural reforms, going in the direction of sustainable development
Abstract (French)
La presente mission, qui est aussi la troisieme sur le sujet s'est attachee a etablir a un etat des lieux detaille de la situation (rapport detaille d'etat des lieux) puis formule des propositions (rapport de synthese et de propositions) pour sortir de la situation de crise actuelle et lever les blocages constates sur les operations de retablissement de la continuite ecologique qui concernent des moulins. La mission preconise de renforcer l'approche territoriale avant d'aborder les projets par ouvrage afin de favoriser une vision partagee du cours d'eau a l'echelle du bassin versant. Elle propose une methode pour definir, de maniere objective et concertee, ce qu'est un moulin 'patrimonial'. L'obtention de cette reconnaissance garantira a ces moulins un traitement 'doux' pour restaurer la continuite et justifiera alors que le gain ecologique recherche ne soit pas maximal. La mission recommande que l'approche territoriale permette aussi une evaluation objective du potentiel de tres petite hydroelectricite et que les projets eventuels de remise en service des seuils soient traites dans le cadre de l'etude de restauration de la continuite. Il y aura lieu alors de privilegier un regroupement des initiatives au sein d'un projet alternatif qui en optimise les performances tout en minimisant l'impact sur les milieux aquatiques. La mission preconise une evolution de la gouvernance ainsi que des financements et propose un certain nombre de reformes de structure, allant dans le sens d'un developpement durable
