Framework conditions and current stage of application in Europe
Description
In a decision in March 1993 the Council of Ministers approved the ALTENER package which provides a greater supply of energy from renewable sources with the aim of a 180 Mt decrease in CO2 emissions by the year 2005. The amount of electricity from biomass is to reach 80 TWh, while the proportion of biofuel (alcohol, rape methyl ester) is to rise to 5% of total fuel consumption. In terms of primary energy the aim is to cover 8% of the total demand with renewable energy resources. Additional measures could increase their share in primary energy to 13% by the year 2005. The results of the Madrid Conference ''An Action Plan for Renewable Energy Sources'' on 16th/17th March 1994) are discussed in detail. (orig.)
Abstract (German)
Nach der Entscheidung des Ministerrates vom Maerz 1993 sind zur Energiebereitstellung aus erneuerbaren Energien im ALTENER-Programm bis zum Jahr 2005 180 Mt CO2-Minderung zu erzielen. Im Bereich der Biomasse soll die Elektrizitaetsproduktion auf 80 TWh, der Anteil von Bio-Treibstoffen (Alkohol, Rapsmethylester, etc.) auf 5% des gesamten Treibstoffverbrauchs ansteigen. Es wird eine Deckung von 8% des primaeren Energiebedarfs durch erneuerbare Energien angestrebt. Mit weitergehenden Massnahmen koennten bis zu 13% der primaeren Energie bis zum Jahr 2005 ersetzt werden. Die Ergebnisse der Madrid-Konferenz ''An Action Plan for Renewable Energy Sources'' (16./17.
