Timeliness and deterrence in IAEA Safeguards

Description
Interim inspections carried out routinely by the IAEA in order to meet timely detection goals are modeled as two-person non-cooperative games. The explicit association of utilities with the protagonists, Inspectorate and State, enables the concept of critical detection time (or timeliness goal) to be de-fined and analysed within a quantitative framework and to be related to the ultimate goal of deterrence of violation.
