Nuclear energy and the problems engendered
Description
The contribution deals with several problem fields having one aspect in common: the hazard of an irreversible, uncontrolled process of technological developments becoming an independent goal. As an example, the author discusses the plutonium produced as a 'by-product' in nuclear reactors, particularly in the novel fast breeder type but also in the long in use LWR type plant, and the fact that information on this plutonium's quality as a base material for nuclear weapons has been concealed for years, not only from the public but also from politicians. Other examples of maldevelopments in connection with nuclear energy refer to intellectual insincerity and bad tricks of the petty type up to well-hidden manipulations on the political level. The author calls for joint efforts to find the way back to open discussion and communication in order to develop a future-oriented, rational energy policy. (orig./HSCH)
Abstract (German)
In der Abhandlung werden mehrere Problembereiche angesprochen, in denen die Gefahren der nicht rueckholbaren, unkontrollierten Verselbstaendigung technologischer Entwicklungen eine besondere Brisanz erhalten. Stellvertretend wird daran erinnert, dass die Waffentauglichkeit bereits des Leichtwasserreaktorplutoniums jahrzehntelang weder der Oeffentlichkeit noch den politischen Entscheidungstraegern deutlich gemacht wurde; dies gilt erst recht fuer die Problematik des Plutoniums mit hoechster Waffenqualitaet aus dem Schnellen Brueter. Der Weg der atomtechnischen Fehlentwicklungen fuehrt vorbei an Beispielen intellektueller Unehrlichkeit, an Rosstaeuschertricks bis hin zu verdeckten Einwirkungen vor Parlamentswahlen. Wir muessen den Weg zurueckfinden und in offenen Gespraechen wechselseitige Betriebsblindheit ueberwinden, um eine rationale Energiepolitik fuer die Zukunft zu entwickeln.
