On some problems of introducing into practice the concept of the rehabilitation of population and territory having suffered from the Chernobyl nuclear power plant accident

Description
The 3d clause of the law of the Republic of Belarus 'On Social Protection of Citizens Having Suffered from the Consequences of Chernobyl Nuclear Power Plant Accident' has determined the level of annual effective dose to be 0,1 mSv as a threshold. When achieving the threshold, the territory and the population are considered to be fully rehabilitated. While taking a corresponding decision, it is recommended to take into account the pre-accident land caesium-137 contamination background and the exposure doses of this radionuclide of global origin for the population.
