The European context of the Dutch renewable electricity policy. A comparison of renewable electricity policy in the European Union and its consequences for the Netherlands

Description

The 2001 EU renewable electricity directive set the target to increase the share of renewable electricity in the overall EU electricity consumption to 22.1% in 2010. The largest contribution towards meeting this target will come from large-scale hydropower (83%). Of the remaining share small-scale hydropower, biomass and onshore wind energy are the largest sources. The biggest growth in capacity is anticipated for onshore and offshore wind energy and biomass. The different EU Member States employ different policy instruments to promote renewable electricity. The main instruments are feed-in tariffs and quota obligations. In the Netherlands renewable electricity until 2003 was stimulated through the ecotax regulations. However, this instrument turned out to be neither effective, nor efficient. Therefore, as of July 2003 a new support framework based on a combination of feed-in tariffs with an ecotax exemption will be implemented. This report also provides a preliminary assessment of the new Dutch renewable electricity policy in the light of policy developments in other Member States and the harmonisation of the European renewable electricity market

Op Europees niveau is in de Duurzame elektriciteitsrichtlijn van 2001 de doelstelling vastgelegd om aandeel duurzame elektriciteit in de totale EU-elektriciteitsconsumptie tot 2010 te verhogen tot 22,1%. Op basis van ramingen wordt verwacht dat in 2010 naast grootschalige waterkracht (83%) het grootste deel van de EU-doelstelling wordt voldaan d.m.v. kleinschalige waterkracht, biomassa en wind op land. De grootste groei van vermogen wordt verwacht bij wind op zee en op land en biomassa. De EU-lidstaten hanteren verschillende beleidsinstrumenten ter bevordering van duurzame elektriciteit. De belangrijkste zijn terugleververgoedingen en verplichtingen. In Nederland werden tot 2003 vanuit de regulerende energiebelasting (REB) prikkels voor duurzame elektriciteit verschaft. Dit beleid bleek noch effectief, noch efficient voor het stimuleren van het binnenlandse aanbod van duurzame elektriciteit. Daarom wordt per juli 2003 combinatie van terugleververgoedingen en een ecotaxvrijstelling geimplementeerd. In dit rapport wordt geevalueerd hoe dit nieuwe beleidsinstrumentarium zich verhoudt tot beleidsontwikkelingen in andere lidstaten en tot de harmonisatie van de Europese duurzame elektriciteitsmarkt
