Strategies for sustainable development of the Polish electric power system

Description
Priorities and limitations for changes and power demand forecasts are described. Results of least-cost planning for existing power plant modernization and generation expansion with environment impact are presented. The lowest cost strategy is given by the optimal upgrades of older plants until the year 2002 and by gas unit expansion. The limited availability of gas after 2010 will lead to the construction of new coal-fired plants. An integrated resources planning methodology is also proposed which includes dynamic optimization of supply and demand side options; its feasibility as applied to Poland is assessed. Innovative mechanisms to overcome barriers to development like long-term contracts and decentralization of the power system planning process, are also presented. 2 figs., 3 tabs
