The maximum safety of NPPs under minimum possible expenditures
Description
The conception of the deeply echelonized protection of an NPP is analyzed, and the methodological limitations of this conception that is based on the stochastic regularities of a heavy accident and eliminates the possibility to minimize the expenditures on both the safety of an NPP and the optimization of its reliability are shown. A new conception of the maximum safety of an NPP under minimally possible expenditures is grounded, and a new approach to the ensuring of the safety of an NPP is proposed. A method for the normalization of the accident risk index for an NPP by minimizing the expenditures on the safety is given
