Description
The material accountancy system of a LWR fuel fabrication plant is analyzed. The input, product and waste streams, and the physical inventory of the plant are determined; the measurement methods together with their errors are described. On the basis of these data the accuracy of material balance establishment is determined. In the second part of this paper one possible data verification system in the sense of the IAEA international safeguards system is analyzed: the material classes to be safeguarded are determined, and an inspection effort optimization as well as an efficiency study are performed. In the last part of the efficiency of the total safeguards system is determined: material accountancy and data verification. By this analysis reasonable requirements can be formulated for a safeguards system under present circumstances. (orig./HP)

Gegenstand der Arbeit ist die Analyse des Materialbilanzierungssystems einer Fabrik fuer LWR-Brennelemente. Es werden die Eingangs-, Produkt- und Abfallstroeme sowie das Inventar der Anlage erfasst, und es werden die Messmethoden einschliesslich der zugehoerigen Messfehler fuer die einzelnen Materialstroeme beschrieben. Mit Hilfe dieser Unterlagen wird die Genauigkeit der Materialbilanzierung bestimmt. In einem zweiten Teil wird ein moegliches Datenverifikationsystem im Sinne des internationalen Ueberwachungssystems der IAEO analysiert; es werden die zu ueberwachenden Materialklassen bestimmt, und es wird eine Aufwandsoptimierung sowie Effektivitaetsbetrachtung durchgefuehrt. In einem letzten Teil wird schliesslich die Effektivitaet des Gesamt-Ueberwachungssystems: Materialbilanzierung und Datenverifikation bestimmt, d.h., es wird festgestellt, welche Anforderungen an ein Ueberwachungssystem mit heutigen Mitteln zu realisieren sind.
