Description

A proposal to the Atomic Energy Act of 1954 is recorded that would permit Japan to receive plutonium being returned from France or the United Kingdom after reprocessing of irradiated reactor fuel from Japan by sea transport. The implementing agreement provides only for the air shipment of plutonium. The agreement has been approved by the Executive Branch, the Department of Defense, and the Secretary of Energy, and it is judged that this agreement will not result in a significant increase in the risk of proliferation. This analysis of the proposal was submitted to the Committee on Foreign Affairs of the House of Representatives
