The licensing and supervisory procedure for nuclear facilities in the Federal Republic of Germany
Description
The safety requirements to be met by nuclear facilities are laid down in national laws and ordinances as well as in technical regulations and guidelines. All of this is based on the legal system, the administrative structure and procedures of the respective states. This report gives an overview of the current licensing and supervisory procedures for nuclear facilities in Germany. This overview is preceded by a brief description of the German political system, the respective responsibilities of the Federal Government and the states (Laender), and the legal and educational systems. This background information is essential to an understanding of the German licensing and supervisory practice. (orig.)

Die Anforderungen an die Sicherheit kerntechnischer Anlagen werden durch nationale Gesetze und Verordnungen sowie technische Regeln und Richtlinien festgelegt. Diese Regelungen bauen auf dem Rechtssystem, der Behoerdenstruktur und den Verwaltungsverfahren in dem jeweiligen Staat auf. Die vorliegende Broschuere gibt einen Ueberblick ueber das derzeitig in Deutschland gueltige Genehmigungs- und Aufsichtverfahren fuer kerntechnische Anlagen. Dieser Uebersicht ist eine kurze Beschreibung des deutschen Staatsgefueges, der Aufgabenverteilung zwischen Bund und Laendern, des Rechtssystems und des Bildungssystems vorangestellt. Dieses Hintergrundwissen bildet die Voraussetzung fuer das Verstaendnis der deutschen Genehmigungs- und Aufsichtspraxis. (orig.)Additional details
