The realisation of legal protection requirements with the aid of models of nuclear facilities

Description

In the Federal Republic of Germany, the model-based planning, construction and operation of nuclear facilities is still in its initial stages. Based on a few examples, the authors show that with the atomic energy legislature and with the laws in the conventional sector, the legislator had enacted requirements at a relatively early stage for the protection of the individual person in the facility and for the population at large in the vicinity of the facility. However, in the realization of these protection requirements, there are still problems, and these are often very basic in nature. The best solution here seems to be to tackle the problems with the help of models. This would permit subjects like serviceability, testability, use of external personnel, spatial distribution of redundancies, rescue of injured persons, fire protection measures, physical protection and the dismantling of facilities, which are multifarious in nature and have overlapping requirements, to be presented and discussed in greater depth and detail. The positive aspects of the use of models are presented, and the advantages and disadvantages of models are discussed in detail. Finally, the variety of models, which can ben used during the different phases of a nuclear facility, are discussed, and some remarks are made regarding the costs of models. One section of the report deals with examples of the practical use of models: Models have proved themselves in the past in the construction of refineries and chemical plants, and have successfully demonstrated their suitability in the field of nuclear technology. Abstract (German)

Die Planung, Errichtung und der Betrieb kerntechnischer Anlagen anhand von Modellen steht in der Bundesrepublik Deutschland noch am Anfang. Die Verfasser zeigen anhand von Beispielen auf, dass der Gesetzgeber durch die atomrechtliche Gesetzgebung sowie die Gesetze auf dem konventionellen Sektor bereits sehr fruehzeitig Schutzbestimmungen sowohl fuer die Einzelperson in der Anlage als auch fuer die Menschen in der Umgebung erlassen hat, dass aber bezueglich der Verwirklichung dieser Schutzbestimmungen noch immer Probleme, oft grundsaetzlicher Art, bestehen. Als denkbar guenstigste Loesung bietet sich hier die Bearbeitung anstehender Fragen mit Hilfe von Modellen an. Unter anderem koennen damit solche Bereiche, wie Instandhaltungs- und Prueffreundlichkeit, Einsatz von Fremdpersonal, raeumliche Verlegung von Redundanzen (aus Sicherheitsgruenden mehrfach vorhandene Anlagenteile), Bergung von Verletzten, Brandvorsorge, Sicherung und Demontage der Anlage gerade wegen ihrer Vielgestaltigkeit, aber auch wegen uebergreifender Forderungen im Detail praeziser und umfassender analysiert und diskutiert werden. Es werden Aspekte, die fuer die Anwendung von Modellen sprechen, herausgearbeitet und es werden in sehr ausfuehrlicher Form die Vor- und Nachteile von Modellen dargelegt. Schliesslich werden Modellvarianten, wie sie in den verschiedenen Phasen einer Kernanalge Verwendung finden koennen, beschrieben und darueber hinaus werden Aussagen ueber Modellkosten gemacht. Ein Abschnitt dieses Berichtes beschaeftigt sich mit Beispielen aus dem praktischen Einsatz von Modellen: Modelle haben sich im Raffinerie- und Chemieanlagenbau laengst bewaehrt und haben auch ihre Bewaehrungsprobe in der Kerntechnik bereits bestanden. Dies beweisen Beispiele nicht nur aus dem Inland. (orig.)
