The non-peaceful uses of nuclear energy

Description

The interest of the study is directed mainly to current and future motives and possibilities for the misuse of nuclear material. To obtain clues to risk development, 74 nuclear incidents were systematically compiled and evaluated. On the basis of this material and the American literature, possible future action forms and pertaining motives are discussed for their likelihood. The individual aspects of future hazards are described in detail for the situation of the Federal Republic of Germany in the year 2000. Finally, the nuclear safeguards system and its weak points are presented. The study warns against hoping to achieve adequate safety by a constant increase in safeguards: The plutonium cycle is not totally safe in all its stages, nor will it ever be. (HSCH)

Abstract (German)

Die Studie richtet das Interesse vor allem auf die bisherigen und die kuenftigen Motive und Aktionsmoeglichkeiten des nuklearen Missbrauchs. Um Hinweise auf die Entwicklung des Risikos zu gewinnen, werden 74 'nuclear incidents' systematisch zusammengestellt und bewertet. Auf diesen Erfahrungen und der amerikanischen Literatur aufbauend werden kuenftig moegliche Aktionsformen und deren Motive auf ihre Wahrscheinlichkeit hin diskutiert. Die einzelnen Aspekte kuenftiger Gefaehrdung werden fuer die Situation der Bundesrepublik im Jahre 2000 konkretisiert. Schliesslich werden das nukleare Sicherungssystem und seine Schwachstellen dargestellt. Die Studie warnt vor der Hoffnung, ausreichende Sicherheit durch immer mehr Sicherung erreichen zu koennen: Einen lueckenlos gesicherten Plutoniumkreislauf gibt es nicht und wird es nicht geben.
