A safeguards approach for a plutonium evaporator of a large-scale reprocessing plant

Description

This article is a discussion of the safeguards efforts at a reprocessing plant in Japan. The discussion focuses on the plutonium evaporator and points out that the near-real-time accountability (NRTA) method is inappropriate for continuous processes such as those that occur in the evaporator. The noted study concluded that an appropriate combination of NRTA and containment/surveillance methods is essential for creating the proper and cost-effective safeguards for this facility
