Europe's energy crisis and US protectionism: Reindustrialization in jeopardy? - The Fabrique's Notes

Following on from the Working Paper 'Industrial jobs threatened by the energy crisis, border carbon adjustment mechanism and Inflation Reduction Act: an estimate' published in April 2023 in collaboration with Oliver Wyman, this Note provides additional analysis and refines the results of the estimate of the volume of industrial jobs threatened by three factors: persistently high energy prices, the forthcoming introduction of the border carbon adjustment mechanism (BCAM - and the associated abolition of free CO2 emission allowances) and the introduction of attractive business incentives in the USA under the Inflation Reduction Act (IRA). These estimates are based on simple assumptions: doubling of electricity and gas prices from their 2019 levels, and immediate introduction of the BCAM with a price per ton of CO2 of Euros 100. A series of interviews with representatives of the main industrial sectors concerned completes the work, and sheds light on numerous feedbacks from the field. This Note shows that the sustained rise in energy prices is by far the biggest threat to our industry. Compared to a reference year (2019), a doubling of electricity and gas prices puts up to 116,000 industrial jobs at risk in France. This is four times greater than the parallel impact of the disappearance of free allowances following the introduction of the BCAM (almost 28,000 additional jobs threatened). For its part, the IRA makes these two threats even more tangible for a few high-carbon sectors, but is not likely to add any further risk. This initial result is largely confirmed by our interviews with industrial sectors. This work also enables us to identify the respective scale of the risks currently weighing on the various French industrial sectors, which everyone agrees play an indispensable role in restoring economic sovereignty, and which are undoubtedly greatly weakened. More specifically, this study reveals that metallurgy is currently the most affected industry in France. A doubling of electricity and gas prices, coupled with the immediate introduction of the BCAM, would threaten almost 27% of jobs in this sector (i.e. 18,000 jobs). Of all the industrial sectors studied, this would be by far the most acute exposure to the risks studied, followed by the paper and cardboard industry (20% of jobs threatened) and the chemical industry (15% of jobs in the sector threatened)

Dans la continuite du Working Paper 'Emplois industriels menaces par la crise energetique, le MACF et l'IRA: une estimation' publie en avril 2023 en collaboration avec le cabinet Oliver Wyman, cette Note apporte des complements d'analyse et affine les resultats d'estimation du volume d'emplois industriels menaces par trois facteurs: le maintien a des prix durablement eleves de l'energie, la mise en place prochaine du MACF (et la suppression afferente des quotas gratuits d'emissions de CO2) et l'instauration d'aides aux entreprises attractives aux etats-Unis dans le cadre de l'Inflation Reduction Act (IRA). Ce travail d'estimation est realise dans le cadre d'hypotheses qui s'enoncent simplement: doublement du prix de l'electricite et du gaz par rapport a leurs niveaux de 2019 et introduction immediate du MACF avec un prix de la tonne de CO2 a 100 euros. Une serie d'entretiens avec des representants des principales filieres industrielles concernees vient completer le travail, qu'elle eclaire de nombreux retours du terrain. Ainsi, cette Note montre que l'elevation durable des prix de l'energie constitue de loin la premiere menace pour notre industrie. Par rapport a une annee de reference (2019), un doublement des prix de l'electricite et du gaz met en danger jusqu'a 116 000 emplois industriels en France. C'est quatre fois plus que le poids exerce parallelement par la disparition des quotas gratuits a la suite de l'introduction du MACF (pres de 28 000 emplois supplementaires menaces). De son cote, l'IRA vient rendre ces deux menaces plus tangibles encore pour quelques secteurs tres carbones, mais elle n'est pas de nature a ajouter un risque supplementaire. Ce premier resultat est confirme dans une tres large mesure par les entretiens que nous avons eus avec les filieres industrielles. Ce travail permet en outre de cerner l'ampleur respective des risques qui pesent aujourd'hui sur les differents secteurs industriels francais, dont tout le monde s'accorde a souligner le role indispensable dans le retablissement d'une souverainete economique, et dont il est certain qu'ils sont grandement fragilises. Plus precisement, cette etude revele que la metallurgie est aujourd'hui l'industrie la plus impactee en France. Un doublement des prix de l'electricite et du gaz couple a l'introduction immediate du MACF menacerait pres de 27 % des emplois de ce secteur (soit 18 000 emplois). Parmi tous les secteurs industriels etudies, il s'agit de loin de l'exposition la plus aigue aux risques etudies, ce secteur etant suivi par l'industrie du papier carton (20 % des emplois menaces) et par l'industrie chimique (15 % des emplois du secteur menaces)
