Regulatory requirements in the decommissioning of nuclear facilities

The study confirms that Bulgarian legislation provides a legal norms and public legal procedures concerning the decommissioning. Decommissioning is a relatively new legal institution, subject to settlement in the law since 2002. The application of specific practices and technologies for the realization of these public relationships required changes in ASUNE in 2010. concerning the avoidance of dual authorization and the substitution of the permits at each stage with a license for an extended period of time. It also allows that a subject different from the operator of the nuclear facility performs the decommissioning.The changes relieving the authorization regime for the release from regulation by setting clear and precise criteria are applied as of the end of 2012 by the adoption of Regulation of basic norms of radiation protection
