The European Union's Emissions Trading Scheme (commonly known as the European Carbon Market) is a program that regulates only large emitting installations. There are therefore differences from one company to another within the same sector, and even from one plant to another within the same company. To assess the effects of such policies, which are not universally applied, we often compare the earnings trends of regulated companies with those of unregulated companies in the same sector but with similar characteristics, using the conventional double-difference estimator. However, if companies compete in the same market, all models of imperfect competition predict that the effects of industrial regulation will be passed on to regulated and unregulated companies through prices. As a result, conventional double-difference estimators cannot correctly identify treatment effects, as the results of control firms are contaminated by the regulation under study. This Focus presents a new method for estimating the treatment effects of incomplete regulation in the presence of inter-firm spillovers. The results show that, although regulation has increased the cost of energy, the EU ETS has not put regulated companies at a disadvantage: their annual sales have risen by between 5% and 10%. At the same time, we note that CO2 emissions have fallen by an average of 6% to 21%, depending on the year, in regulated plants. Overall, we find that the ETS has reduced CO2 emissions generated by French manufacturing companies in the production of goods for the domestic market by between 1 and 6.1 million tons per year, or between 3% and 17% of observed national emissions, compared to a counterfactual scenario without regulation
Abstract (French)
Le systeme d'echange de quotas d'emission (SEQE) de l'Union europeenne (communement appele marche du carbone europeen) est un programme qui ne reglemente que les grandes installations emettrices. Il existe donc des differences d'une entreprise a l'autre au sein d'un meme secteur, voire d'une usine a l'autre au sein d'une meme entreprise. Pour evaluer les effets de telles politiques qui ne sont pas appliquees universellement, on compare souvent l'evolution des resultats des entreprises reglementees a celle des entreprises non reglementees du meme secteur mais ayant des caracteristiques communes, en recourant a l'estimateur conventionnel des doubles differences. Toutefois, si les entreprises sont en concurrence sur un meme marche, tous les modeles de concurrence imparfaite prevoient que les effets de la reglementation industrielle se repercutent sur les entreprises reglementees ou non par le biais des prix. Par consequent, les estimateurs conventionnels de doubles differences ne peuvent pas identifier correctement les effets de traitement, les resultats des entreprises de controle etant contamines par la reglementation etudiee. Ce Focus presente une nouvelle methode pour estimer les effets de traitement d'une reglementation incomplete en presence de spillovers (retombees) inter-entreprises. Les resultats montrent que, bien que la reglementation ait augmente le cout de l'energie, le SEQE n'a pas desavantage les entreprises reglementees: leurs ventes annuelles ont augmente de 5 a 10%. Parallelement, nous constatons que les emissions de CO2 ont diminue de 6 a 21% en moyenne selon les annees dans les usines reglementees. Au total, nous constatons que le SEQE a reduit les emissions de CO2 generees par les entreprises manufacturieres francaises lors de la production de biens destines au marche interieur de 1 a 6,1 millions de tonnes par an, soit entre 3 et 17% des emissions nationales observees, par rapport a un scenario contrefactuel sans reglementation
