This paper presents a timely review of developments relating to the U.S. Nuclear Regulatory Commissions's (NRC's) approach to regulation (or nonregulation) of very low levels of radiation (i.e., those substantially below the allowable public exposure limits of 10CFR20 of the Code of Federal Regulations) of radioactivity and of quantities or concentrations of radioactive materials
