Power and changes in environmental policy

How are power and change connected? What kinds of power encourage or prevent change? The special issue discusses these questions using the example of environmental policy as a field for which the need for change in the face of climate change and persistent environmental problems is obvious. As heuristic for understanding of change (and stop) in environmental policy, the three categories, power over '(compulsion and manipulation), power to' (capability) and power with '(collective action) are used, as in practice existing forms of power, however, are connected to each other. The contributions demonstrate that change is always a 'power charged 'process in which the dimensions take different functions: While power to' and 'power with' often give an impetus to an environmental change and emancipation and green 'ideas and values, power over 'particularly in the enforcement of change is an important resource.
