California refining: It's all or nothing, now

The State of California has a budget deficit of more than US $14-billion, stringent and costly environmental protection laws, and a giant fiercely competitive market for high-quality gasoline. This issue of Energy Detente examines some of the emerging consequences of this dramatic combination for petroleum refining.
