Cancun: why the United States are paralyzed

As the Cancun Summit comes to an end, the United States is proving incapable of adopting a courageous position. This paralysis is due to a strong domestic constraint, the American Clean Energy and Security Act, an ambitious piece of legislation sought by President Obama, whose passage is under threat. The new Republican majority in the House of Representatives is an aggravating factor.
