Description
The threat of nuclear terrorism has not diminished. In response to the concerns of States, an international nuclear security framework has emerged through the establishment of a number of legally binding and non-binding international instruments which obligates or commits States to carry out a number of actions to protect against nuclear terrorism. In this context, the need for human resource development programmes in nuclear security was underscored at several International Atomic Energy Agency (IAEA) General Conferences and Board of Governors' Meetings. In the pursuit of this need, the IAEA provides a comprehensive nuclear security training programme to States on a regular basis, and has developed a concept that seeks to effectively pass ownership of nuclear security knowledge and skills to States through the establishment of a Nuclear Security Support Centre. In addition, the IAEA has developed a technical guidance titled IAEA Nuclear Security Series No. 12 - Educational Programme in Nuclear Security that consists of a model of a Master of Science (M.Sc.) and assists educational institutions to provide nuclear security education. The article sets out IAEA efforts in the area of nuclear security training and education, including the assistance to States for establishing a Nuclear Security Support Centre. It underlines the objective and content of the IAEA Nuclear Security Series No. 12, discusses different concepts on how to establish nuclear security at universities and, emphasizes on the IAEA efforts to assist educational and research institutions, and other stake holders to enhance global nuclear security by developing, sharing and promoting excellence in nuclear security education.
