Description
This paper addresses the requirements for communication, consultation and information exchange between governments. It focuses on these requirements in relation to shipments of INF category cargoes. The paper reviews the consideration of these issues at the IAEA General Conference and in selected legal instruments and evaluates the effectiveness of the current regulations. (author)
