Belene NPP Completion Approach
Description
Bulgarian energy profile is characterized by low-quality coal (lignite with high content of sulfur), limited hydropower potential, negligible crude oil and gas production. The uranium mining has been closed in 1992 and the energy resources are mainly imported (60%). The cost of the electricity produced by the NPP is 14% less than the most effective TPP. The public acceptance of nuclear power is 84%. The positive features of nuclear industry in Bulgaria are: extensive review of the design and operational safety; modernization of nuclear installations; upgrading based on approved technologies; international safety verification; high rate of motivation to work in nuclear industry; qualified personnel, training programs etc. After the shutdown of units 1 and 2 of the Kozloduy NPP. the units 3 and 4 obtained a long-term license. The modernization program for units 5 and 6 is under way and expected to be completed till the end of 2006. Feasibility study on Belene NPP completion is under way. The decision to reactivate the Belene project is based on the Bulgarian and regional least cost plans, Bulgarian energy strategy, existing infrastructure, public acceptance, political acceptance. The main phases in the implementation of the Belene NPP project are defined and the activities to perform to meet licensing requirements are identified. Currently, the firs phase 'Preliminary assessment, preparation and approval' is under way
