Concept of human population protection and economical activities at the territories exposed to radiation contamination

Analysis of the present situation is carried out and the arguments to prove the conclusion that one could observe the stage of recovery and rehabilitation everywhere in the contaminated territories are presented. The main task is to recover full-blooded economical and social activity at all territories of Russia affected by the Chernobyl accident. Problem concerning the correspondence of the present situation to the accepted concept of safe residence and to the Law is discussed
