Basic safety guidelines for dismantlement of nuclear reactor facilities-particularly for dismantlement of JPDR

As nuclear power development and utilization activities expands, it has been increasingly desired to establish guidelines required in dismantling nuclear reactor facilities. What is the most important in carrying out such dismantlement works is to ensure safety. A Special Panel on Safety for Nuclear Reactor Facilities Dismantlement was established for this purpose. With the JPDR planned to be dismantled, the Panel has been carried out studies on procedures for reactor shutdown, maintenance and management of reactor facilities during dismantlement works, measures for ensuring safety in conducting dismantlement and procedures for confirming the completion of dismantlement works. These studies are also intended for providing information and guidelines which will be required when commercial reactor facilities for power generation are pulled down in future. Safety guidelines were established on the basis of results of these studies. The guidelines are described in the present article together with some explanatory notes. (Nogami, K.)
