Feasibility study of energy-related plants on an offshore man-made island

This paper is an investigation into the technical and economical feasibility of building energy-related plants on an offshore man-made island. The paper concludes that an offshore coal-fired electric power plant is technically feasible, economically comparable to a similar plant built on land, and causes fewer environmental disruptions. The latter part of this paper is a summary of a report made by a committee consisting of the Ministry of Transport, the Federation of Economic Organizations (the Keidanren), and the Kozai Club on an offshore man-made island project.
