Radioactive waste disposal: The practical realization is becoming urgent

In the years past the planning of radioactive waste disposal schemes for German nuclear power plants had to cope with constantly increasing delays of the required steps for radioactive waste disposal the origin of which was predominantly political. So this planning to the year 20O0 now is made up of a number of measures creating, in their totality, a situation that can just about be called bearable within the meaning of the required measures for radioactive waste disposal but leaving hardly any scope for further decisions to be delayed. Above all the finding of and provision for interim solutions should not mislead one to consider the disposal situation as being under less pressure of time and more susceptible of variations than the now presented time-table warrants. For even if the compact storage, the interim storage and the small processing plant were to take up operation 'according to schedule' by today's reckonining, some 10,000 spent-fuel elements from German nuclear power plants will be on the waste-heaps by the year 2,000. For all temporary alternative solutions the real aim should never be lost sight of: to reprocess the fuel elements and recover the energy raw materials. (orig./UA)

Die Entsorgungsplanung fuer die deutschen Kernkraftwerke musste in den zurueckliegenden Jahren immer groesseren, ueberwiegend im politischen Raum verursachten Verzoegerungen der benoetigten Entsorgungsschritte Rechnung tragen. So setzt sich diese Planung bis zum Jahr 2000 jetzt aus einer Reihe von Massnahmen zusammen, die zwar insgesamt eine gerade noch tragbare Situation im Sinne der geforderten Entsorgungsvorsorge darstellen, jedoch kaum noch Spielraum fuer weitere Entscheidungsaufschuebe bieten. Vor allem sollte das Auffinden und Einrichten von Zwischenloesungen nicht dazu verleiten, die Entsorgungslage als zeitlich entspannt und flexibler anzusehen, als der jetzt vorgelegte Zeitplan es ausweist. Denn selbst wenn Kompaktlager, Zwischenalger und die kleine Wiederaufarbeitungsanlage nach heutiger Vorstellung 'termingerecht' in Betrieb gehen sollen, werden im Jahr 2000 rund 10.000 t ausgedienter Brennelemente aus deutschen Kernkraftwerken auf Halde liegen. Bei allen temporaeren Einsatzloesungen sollte nie das wirkliche Ziel aus den Augen verloren werden, naemlich die Wiederaufarbeitung der Brennelemente und die Rueckfuehrung der Energierohstoffe.
