Die Brennelemente der 2. AVR-Nachfüllcharge sollten Tapeten elemente sein. Wegen des ungünstigen Bestrahlungsverhaltens sollten jedoch gepresste Brennelemente hergestellt werden. Da die Partikeln teilweise hergestellt und geprüft waren, blieb als Kriterium für die Abnahme der Partikeln die Spezifikation für die 2. AVR-Nachfüllcharge vom August 1968, Kap.4 und 5 bestehen. Die Brennelemente werden dann nach der Spezifikation fuer die gepressten Elemente geprueft
