Description

Improvements in the Seabrook Station Technical Specifications are focused on those technical specifications that are not controlled by the control room operator or used by the operator in the day-to-day operation of the plant. The types of improvements are classified as either format or technical. Format improvements would involve removal of tables, program requirements, surveillance requirements, and in some cases entire specifications. Technical improvements would include increasing allowed outage times and reducing test and surveillance frequencies. These changes can improve the impact of technical specifications on plant safety, provide flexibility in plant operations, reduce challenges to safety systems, reduce unnecessary plant shutdowns, and reduce test induced plant transients. All of these lead to an improvement in plant safety. (author)
